Joe,

Thanks for the comment. But if a public body doesn’t want a building, they can dispose of it (at cost price plus uprating by increase in earnings, which is fair reflection of productivity increases) to a body which is willing to act as a steward and use them for a public purpose. The problem is that when community assets get sold, they usually stop being community assets. It’s a form of privatisation/asset-stripping.

Buildings cannot really be compared to ancient monuments, national parks or the commons.
