Given the number of Russians in Estonia who were angry with the Estonians playing “hide the statute”, I can easily imagine the attacks were a Russian nationalist grassroots act, rather than the government coming up with a more subtle form of warfare.

There’s no indication that the Russian government even likes subtle acts.
