The private regulation of what seems to be, or was once, public space, is all of a piece with the tendencies of neoliberalism in all its forms for the past 30 years. The ideology recognises the state (grudgingly), the private sector (uncritically) and the consumer as the actors in society. It begrudges recognition to civil society and its manifestation in the individual as a citizen, since civil society is essentially about public goods that can’t be commodified and virtues not reducible to money relationships. So the idea of a space that is not part of the market or part of the state simply does not compute. Hence the drive to commodify and segregate as much space as possible from the potentially unruly and unbiddable world of civic life.
One interesting aspect of protest against all this is the growing movement by amateur and professional photographers to challenge the ‘rules’ set by security guards and the police about who can take pictures of what and where, on largely spurious ‘security ‘ grounds and justified on the spot by reference to official regulations that are not, in fact, backed up by law.
